The original source of many of these points came from the centroid of tax parcels with known situs addresses. In some locations this data has been enhanced to cases where a tax parcel may have multiple addresses (such as in some apartment units). The Address points data are used to geocoding valid locations with Ramsey County, and are essential for critical business functions such as emergency response and dispatch. Check plots are produced periodically to verify the consistency of the source data. Attributes produced by the Ramsey County Records and Revenue Department such as names, taxpayers, values etc., are not created or managed by GIS personnel. This information is extracted separately and in most cases joined to the graphical GIS parcel data set. This data set has not been verified by GIS personnel. Graphical elements are topologically clean. Entire Ramsey County Coverage Addresses points should fall within the tax parcel they are meant to relate to, if they represent a single tax unit, but do not represent an actual locatable point, so cannot be narrowly assessed. For cities (Saint Paul, Roseville, and Falcon Heights) that maintain their own address data, these points were imported, a spatial join with Attributed Parcel Polygons was preformed to get the PIN, and Calculate Geometry was used to get the latitude and longitude. In some sections of Falcon Heights, address information came from other sources. The U of M address data came from their online interactive web map, which includes building names and addresses, done in 2014. For the State Fairgrounds, the addresses were provided by the manager of their Public Safety Answering Point; these were placed using an aerial image in 2015. For the rest of the county, Attributed Parcel Points was imported into PLACE_Address schema. These were spatially joined with Attributed Parcel Polygons to be consistent as far as which PIN was used for condos etc. The entire dataset had its street names, type, and directional standardized to match the MSAG street names. This was all done with input and approval of each cities designated address authority. After the above processes were completed, the data was augmented with any additional address information the cities had. For example, Maplewood and New Brighton had supplemental address information for strip malls, and multi-building apartment complexes. These were shapefiles, with address points placed over specific locations. Again, these were standardized with MSAG street names. Since the Fall 2014, this data has been proofed and updated as address information becomes available, either from the city address authorities or fire inspection records. This is all done with regular consultation and approval of local address authorities. Lastly, some address points came from the 911 database of telephone numbers and addresses.
